Description
HMGP Grant Intent
FEMA’s Hazard Mitigation Grant Program (HMGP) provides funding to state, local, tribal, and territory governments so that they can rebuild in a way that either reduces or mitigates future disaster-related losses in their communities. Unlike the Flood Mitigation Assistance Program (FMA) which is an annually-recurring grant opportunity, the grant funding through HMGP is made available following a presidentially declared disaster, and these funds must be requested by a governor or tribal executive in eligible communities in a state, tribe, or territory.

Eligible Project Types
Retrofitting existing buildings to make them less susceptible to damage from a variety of natural hazards.
Purchasing hazard-prone property to remove people and structures from harm’s way. Utility and infrastructure retrofits to reduce risk of failure caused by natural hazards. Drainage improvement projects to reduce potential for flood damage.
Slope stabilization projects to reduce risk to people and structures.
Developing and adopting hazard mitigation plans (HMPs), which are required for state, local, tribal, and territorial governments to receive funding for hazard mitigation projects.
Using aquifer storage and recovery, floodplain and stream restoration, flood diversion and storage, or green infrastructure methods to reduce the impacts of flood and drought.
Who can apply?
Local governments, including cities, towns, townships, counties, special district governments, state agencies, and tribal governments (including federally recognized tribes who choose to apply as subapplicants) are considered subapplicants and must submit subapplications to their state/territory/tribal applicant agency (VDEM).
Homeowners, business operators, and non-profit organizations cannot apply directly, but can be included in a subapplication submitted by an eligible subapplicant. For more information please contact your local government or state to apply for HMGP funding.
FOR HOMEOWNERS: Those who wish to apply for grant funding assistance for elevation, acquisition and demolition or relocation, or mitigation reconstruction of their home should contact their local government’s grants representative for information on how to participate.
Additional Eligibility Criteria
Following a disaster event, states, local governments, tribes and territories are required to perform a joint preliminary disaster assessment of the impacted area with FEMA. This helps determine if a major disaster declaration is warranted and the amount and type of federal assistance needed. The PDA also helps to identify potential mitigation opportunities for FEMA funding.
How To Apply?
All project pre-applications, applications, and supporting documentation must be submitted through VDEM’s grants management system, vdem.emgrants.com. If you do not have an account, please register for an account. Please indicate in your registration your intention to apply for Hazard Mitigation Assistance. Registrations require a governmental/tribal affiliation, or being employed by a planning district commission.
Pre-application
Eligible applicants must submit a pre-application through VDEM EM Grants for consideration.
Application
After a pre-application is reviewed for eligibility and processed by VDEM, you will be prompted to complete a project application which will require detailed scope of work, project cost, and other pertinent information necessary to qualify for consideration by FEMA following submittal.
